​The Commissioner’s Court is a judicial division operating under the authority of the Owen Circuit Court 2.  The court exclusively handles family law cases which are filed by  the Title IV-D  office of the Owen County Prosecutor’s office.  These cases involve child support establishment, collection and enforcement.  The court is in session each Thursday to handle these cases and on  Fridays every other month to hear cases where no current child support is owed but there is still a child support arrearage owed the custodial parent or the State.

C. Thomas Spencer has served as the Commissioner since January 1, 2015. He practiced law for 43 years specifically  in Spencer with the Hickam firm for 29 years before his retirement at the end of 2014.  Beverly Johns serves as the court reporter for the court.  Bev served as a long time employee of the Owen County Auditor’s office before becoming a court reporter.
