Owen County Highway Garage is responsible for 635 miles of roads. The Highway Department staff reports directly to the Owen County Board of Commissioners. The Owen County Highway Department is responsible for maintenance of all County roads and Drainage systems. The department's specific function includes: road resurfacing, snow removal, fleet maintenance of county highway vehicles, vegetation control, chip and sealing, grading gravel roads, and sign maintenance.

The Owen County Highway Department has an unofficial policy for snow and ice removal that is priority based. Special attention is always given for accidents, emergencies, and medical situations. The department’s first priority is blacktop roads with high traffic volume, and then attention is given to blacktop roads with a smaller traffic volume. Gravel roads with high traffic volume and dangerous hills are next, followed by lesser travelled dead-end gravel roads. The department exercises these priorities within ten subsections to ensure an equitable clearing of roads throughout the county.
